I am surprised that content hosts don’t have stronger liability terms in their TOS to simply kick trollies, or at least throttle the number of files they can upload no matter what plan they paid for. Sure, they might get bad press for false positives, but a limit of, say, only one video per day ought to let amateurs still upload content.
