This is a bizarre idea.
The implementation more seems like “what if a shooting game were photoshop”… that is, the goals are shooting and winning; I’m curious to see how one would edit a photo with a joypad or gun-controller.

Easy enough in After Effects, Photoshop shouldn’t be too hard what with droplets and the like?
I am certainly speaking from a bias of wanting to throw words/letters/scraps-of-text around like Jackson Pollock threw/flung/dripped paint.
I should be working on my own software more. Started some last year, haven’t worked on it since my 3 kid was born (almost a year ago – we’re having the birthday party today, gtg!):
