I think it’s showing them exactly the opposite. Considering what will happen to them if they surrender they have no choice but to fight now.

While my expertise is not as a historian, I think that history would suggest that strategy rarely works out well. More likely to cause folks to fight desperately to the last person because they figure “if I am going to die horribly if captured, might as well take the bastards with me.” Also tends to cause ruthless, brutal attacks in retaliation. Guessing there may be Russian troops surrendering to less than friendly receptions.

Terror tactics. It’s intended to frighten the civilian populace into submission by making “examples” of others. It usually ends up doing the opposite and hardening the resolve of the opposition, but the kind of sadistic officers who give these orders aren’t students of history.
