From a strategic standpoint, it’s useful in the sense of “hey, if we’re happily admitting this, then just ponder what we might be up to that we are not telling you about.” It also displays a distinct lack of fear. “Yeah, we don’t care if you know, because we know just how little you can back up your threats.”

I like to think it’s the diplomatic version of standing taller and being nonchalant when a dog barks at you, letting the dog know its bravado does not impress you. I know, it’s a bad analogy, and also that other dog owners will correct me, but you get the idea.

I agree, Boris is just hoping to deflect from his domestic woes. He’s taking the only thing that has gone right for him and is trying to crank it up to eleven.

Since I am all into bad analogies at the moment, it’s like a failing restaurant that got praise for a chocolate dessert, so now the cook is slathering chocolate on everything because it’s the only thing that has worked so far.
