IIRC a state can join NATO only if it controls all its territory.

Georgian President Salome Zourabichvili, who took office in 2018, has conceded that NATO membership might not be possible while Russia occupies Georgian territory, and has sought to focus on European Union membership

Yes, and that’s exactly why Ukraine will not be accepted as a NATO member until the last Russian is kicked out.

While Putin has talked for two decades about the west’s desire to destroy Russia, the intensity and repetition with which he tackled the subject on Friday suggests this is not just political theatre: he has become a true believer.

What this means for the biggest question of all remains unclear. Does this fervour make him more or less likely to use nuclear weapons? Are his threats a bluff, or not? Again, those in Moscow are no better informed than the rest of us.

You can tell this was a rush job forced by the mounting pressure of battlefield failures by the fact that Putin didn’t have time to install shorter governors for the annexed regions before the ceremony.
