Putin changes who is affected by partial mobilisation drive

The Russian president, Vladimir Putin, has said in televised comments that he signed a decree making “corrections” to the partial mobilisation drive he announced 21 September.

Reuters reports that speaking at a meeting with teachers, which was broadcast on state television to mark World Teachers’ Day, Putin said the decree would defer conscription for additional categories of students, including those enrolled at accredited private universities and certain postgraduate students.

Does anyone know if the increase in Chechens speaking up, and not necessarily on script, is believed to suggest weakness on Putin’s part(in that their calculus now suggests that they can get away with self-promotion that would generally be discouraged); or whether it’s a side effect of Putin attempting to micromanage outside the standard organizational channels(in that Kadyrov, in particular, is closer to being a vassal in a direct feudal relation with Putin, rather than the Russian state, so he’d be the likely go-to, potentially along with Wagner, if Putin thinks that military bureaucracy is obviously the real problem and needs a more personal representative; and he and his guys have been tapped for a number of…extra-procedural…purposes over the years)?

I really don’t know where the lines are believed to fall between “Great Leader’s formerly obsequious loyalists have started acting on their own account; who’s who for future coup?” and “Great Leader’s extralegal left-hand men have become more prominent; this suggests that the more formal right-hand men are currently on the outs and he’s trying to manage the situation more directly rather than through procedural channels”.

The U.S. Coast Guard confirmed the men were taken to the public safety building in Gambell. Town Clerk Curtis Silook said the men were flown off the island on Tuesday. According to Silook, the men told villagers they had sailed their boat from the city of Egvekinot in Northeastern Russia, approximately 300 miles by sea. Other villagers said the men told them they were fleeing the Russian military.

I think I have a solution to Russia’s growing lack of cannon fodder:

All those J6 insurrectionists (and wannabees) who have been itching to fight the ‘tyranny’ of democratic government and who feel that normal prison life is somehow beneath them…let’s offer them the opportunity to go to Russia instead, where their ‘training’ will be most appreciated.

Makes sense. Prigozhin is (along with Kadyrov) a leader of the warlord faction fighting for power against the military faction (led by Shoigu and Gerasimov) and also against the siloviki faction (FSB, media, Duma – currently led by Putin but lots of them plotting against him).

I hope these gangsters and thieves all stay so busy stabbing each-other in the back that Ukraine continues its successful counter-offensive. I can’t say I look forward to one group finally deposing Putin because they’re all just as bad or worse than him, but I hope every day he spends trying to hold off these jackals is a painful misery for him.
