JMHO I think the House has strategically held back other impeachable offenses in case the Senate acquits Trump of the offenses he’s on trial for now. Depending on what happens in November, the House (and possibly a Dem-majority Senate?) may have a better shot at Trump then, and for that, they’d need new charges.

It’s giving the Democrats a lot of undue credit for being clever and conniving. But, maybe they have finally gotten their shit together. In such a case, they would take the criticisms of the process and get them implemented for the next round to rub Republican’s face in.

This also presumes the future rounds won’t also be complete bullshit.

Also in case of Trump et al losing the election, to avoid endless challenges and appeals about whether double jeopardy applies to impeachment-criminal charges. When, not if.

The shortest answer is that it doesn’t. The 5th Amendment specifically applies to criminal proceedings. Impeachment is not a criminal proceeding.

Impeachment is a political proceeding, whose only purpose is to determine whether or not the legislature can remove a member of the other two branches of government from office. There are no damages to assess, no criminal penalties to impose. It is merely whether or not the accused should be removed from holding public office.

The “but”: Yes, the GOP would fight it tooth and nail!!
