My first thought was: It happened again?!
Stealing remains stealing.
If someone dropped their wallet and you picked it up with no intention of returning it, that’s theft.
Especially if they are standing right there where all you have to do is hand it to them.
Now where I see it get interesting is wind blown money traveling a long way and you just happen upon it with no knowledge of the incident.
