After fiddling with search engines for minutes on end it seems that a group of Civil Engineers is:

A Foundation of Engineers

There should be a whole series of these:

A shock of electrical engineers
A cantilever of mechanical engineers
A catalyst of chemical engineers
An impedance of biomedical engineers
A survey of environmental engineers

A marsh of environmental engineers.

Or

A factory of environmental engineers.

Make more sense. Enviro encompasses everything from wetland preservation to wastewater treatment. It’s a branch of the civil engineering family.
