Looking from the outside, it appears Baltimore PD has been achieving their stated mission, however, they don’t appear to consider people living in particular parts of town to be “members of the Baltimore community.”

Look, I hate authority… BUT!
This is some of the best unintentional comedy I’ve seen in quite a while.
Depends on the level of scrutiny, and rational basis review does not suffice when evaluating first amendment restrictions…If it’s a content neutral restriction, intermediate level scrutiny suffices, otherwise the restrictions are subject to strict scrutiny.
