I’ve seen this mentioned before on BB, but I wasn’t able to find the UN code on this. Best I could find (in CAT/C/51/4) was:
solitary confinement might constitute torture or inhuman treatment and should be regulated
The UN “Special Rapporteur” on torture, Juan Méndez, has made similar statements in his reports, but if the stronger assertion has been codified I can’t find it. (This is not meant as a defense of solitary, BTW.)
