It’s a good question. I’ve seen news reports where prosecutors have charged suspects with endangering civilians when the cops were the ones that shot near or actually hit bystanders. It only seems like it’s possible because we live in a bizarro world where the standard for a cop to fire their gun is slightly higher than, “I felt like it.”
Generally, there is legal precedent for charging perpetrators of a crime with the deaths of civilians or partners if they engage in a criminal act that leads to their deaths.
