It’s the same problem with cv dazzle though, simply that there hasn’t been nearly enough research done on this to know what works and what doesn’t.

The devil’s in the details:

The system accurately identified people wearing a scarf 77 per cent of the time – a cap and scarf 69 per cent of the time and a cap, scarf and glasses 55 per cent of the time.

I like the odds. So, until the “anarchist look” is criminalized… scarf… check… sunglasses… check… hat… check.

All kidding aside: However one is kitted out, I can see more than a few innocents being swept up.

Basically we’re trying to give a machine vision system pareidolia, (which is the tendency for humans to ‘recognise’ faces where there are none).
The obvious example would be this:
face
It’s just four lines, but see all see it as a face. The difference is, humans have ‘higher level’ processing which decides if we’re looking at a real human face, presumably based on things like, whether it’s positioned in a plausible place above a torso, etc.
