Kind of reminds me of a micro-version of the work Althea Steen does at the Canelo Project:
She layers different kind and colors of natural plasters, then carves away to create a design. Really lovely stuff, by both artists!

It does appear to have the same texture as some lino, particularly a type by Richeson, which is actually a vinyl, I believe.
