That’s how I read that. Our “search for life” (at least here on earth) is more accurately described as a search for DNA exactly like our own, with minimal substitutions. There are things that might be, but probably are not, non-carbon and DNA based life, such as:

I think those are called historians. If you can cope with them being visible read Connie Willis’s Doomsday Book or several others of hers.
