How much uranium will I need? It seems to be on a much smaller scale, will I still need to produce 1.21 gigawatts?

Why not make them a binary clock? Add one light to each arm, and voila, 3 5-bit numbers.

The traveling-light effect can be kept there, Repeat it one or more times, then on the last pass leave the LEDs for the individual time digit bits lit as needed.

Thought: build in a femtosecond laser. At 100 femtoseconds pulse, you need just 121 microjoules of energy and that is within realm of wristwatch power supplies with ease. (Consider couple orders of magnitude more, though, due to losses.)
