It’s SimTower, as seen from within the computer.
It might be Noir but nothing about that picture looks cyberpunk to me.
It is if you assume the woman twirling the knife is Molly. 
Funny, the first thing that reminded me of was the intro to SNES Shadowrun, maybe because of the color palette. Which is, of course, heavily inspired by Blade Runner.
The slightly hexagonal door and window frames and stark triangular logos on the shoulder patch and poster also give me an “80s sad techno future” vibe.
