There are minimum sizes for car slots per § 125 SBauVO (the smallest possible combination considering all relevant parameters is 2.45 x 5.00 m), but no minimum sizes for houses as such. A local, legally binding land-use plan1) can stipulate a minimum size - those usually stipulate a maximum footprint for buildings, though.
