Well, I should say “not very smart compared to Walt or Jesse.” Jesse doesn’t get credit for how smart he is; when the cartel took him down to Mexico, he did a cook solo, with an unfamiliar setup, flawlessly. Todd can’t do that, even though he’s meticulous in the way he does things.
Jesse has a LOT more cooktime under his belt, under a very good mentor. With a bit more Heisenberg time I’m sure Todd could be an excellent cook as well.
