This is like the healthcare debate. Everyone has the opportunity to have healthcare (or broadband).

The price? Well, you should’ve considered that before you found yourself being not wealthy.

So many details missing from this article. Can cable be installed to the house… yup. Unfortunately no one volunteered or asked for a price. Cable can be installed anywhere, its just a matter of how much. $16k to run essentially a new branch line from scratch… yeah sounds right.
