Per the story, many Chicago students have moved to charter schools.
Now, if the faculty in the charter schools is 100% not African-American, then the headline is correct. Without that information, it’s not possible to validate.
To be supported by the facts of the article, the headline should read, “Chicago has about 40% fewer African-American public school teachers than in 2001”.
