At least the U.S. would have given him a bit more than the equivalent of a shoplifting misdemeanor:
Per the Migratory Bird Treaty Act, it’s illegal to kill or possess hawks or their parts unless you have a permit from the U.S. Fish and Wildlife Service. It also makes it illegal to destroy a nest that young birds rely on for survival. Violations of this law, depending on the action, can result in fines between $15,000 and $250,000 or jail time between six months and two years.
And don’t even think about additional penalties if it were a golden or bald eagle…
