Almost seemed like the coyote was moving past dickweed here, and the guy ran?
If it was chasing him, it could be protecting a den, maybe?
Otherwise, coyotes usually go about their business without interacting with humans, except the delivery folks for acme.

I tend to have coyotes exterminated whenever I find one that doesn’t immediately run away from humans. I’m motivated by an incident with my disabled mother trying to hang laundry in her own fenced in yard.
I have my eye on one that I drove off my property earlier this month. If she comes back I’ll file a notice with the county or get my hunting permit updated. (disclaimer: I’m not in a suburban neighborhood, coyotes, bobcats, mountain lions, deer, turkeys, are normal here. bears are rare)
Coyotes are part of nature and can be beautiful from afar. But left unchecked they quickly develop destructive behavior that humans cannot tolerate.
