Well, the alternative is pick up artists… :-/
In that case, I wonder if it was previous experience making masks they could see out of that inspired the marker (or if they were desperate to hide their identities but only had some markers). Either way, mission accomplished, as it certainly didn’t obscure their vision!

The cops had to not file charges because there was no unicorn costume. It’s pretty hard to miss a unicorn costume, especially the on in that screencap. The traffic charges are a different story.
Granted, it is a High’s store. I’m surprised there were cameras at all. Most of the ones around me were robbed all the time because they refused to do so.
