Oh, absolutely. Even in a much less charged area of life, I think of getting involved with local groups of larger collectives – the group of CS students on a specific campus compared to the computer geek community of the world, for instance. There are many things the local group here has in common with a group the next time zone over, but there are differences in terminology, group dynamics, and the like. (What? You mean there’s culture at the local level? Say it ain’t so!)

I’m aware of why he was wearing women’s clothes; the comment was in response to the supposed offensiveness (to 2016 eyes) of him pretending to be a transsexual. As others pointed out, he was likely trying to get discharged for being gay, but they couldn’t say that on TV, so they went with “crazy”.
So if someone one believes First Nations people are a legitimate racial group with a right to exist and have unique cultures worth respecting, that First Nations people are undeserving of the othering that contemporary American society does to them, and that it is unacceptable to make fun of a culture that has experienced a well-documented historical genocide & ongoing cultural genocide then those people are overly sensitive? Wow, I’m not even sure what to say to you then.
A quick look at their posting history tells me that yes, they’re a troll. Virtually every post on every topic is some variant of “why is this racist/offensive? Seems awesome to me!!”
Caricature can also be complimentary. Funny how often it isn’t when a minority was involved. Less so today. I prefer today.
So, is anyone who states a dislike of insensitivity, hyper sensitive? That old saw? Really?
