As long as tipping is legal…
(no it should not be legal to hand people bribes),
some people will need to dance for pocket change.
Employment should be for a set wage; hourly or salaried for a small well compensated exempt class.
There is no real practical way to defend one’s self when harassed while still trying to make back the minimum wage in a state which allows sub-minimum to tipped employees.
Bribery of all forms, including tips, should be illegal.
