It kinda reads like the guy was trying to remove himself from this mortal coil, and it took him two tries.

Can you claim on the car insurance of someone who is dead? (Assuming he had any.)
I don’t think being dead is relevant (although my understanding is that it is relevant if you’re dead before the accident–you die behind the wheel and I believe others can’t recover for what happens afterwards) but I rather suspect the car being stolen does.
