It is a Penis-festival. I visited it in 2007 and it seems to be the same giant pink dick then as now. Apart form that, they have a group of elders who teach people how to carve phallus shapes out of vegetables. They have vagina lollipops and lot of more penis statues.
Was as many tourists as natives there, but kind of fun.
