There are over 400,000 Catholic priests and probably even more nuns worldwide, and literally nobody has more power than Francis to change the rules and encourage them to have offspring if it’s so important to him. And it’s not even like celibacy was always a requirement in the past! For about the first thousand years priests could marry. And even now there are about 120 married priests in the US who started out as episcopal and then converted. Didn’t seem to trigger any angry lightning bolts.
