In Germany this was all over social media 2 weeks ago. This is sign that we‘re losing compliance, which was predicted by some epidemiologists in early March to happen eventually if the measures we take are too severe, and create too much collateral damage.
In my eyes this says „we try all kings of things all over the place, but without the transparency and scientific rigor that would be required to determine out what works under what circumstances“. Which is exactly what is happening.

This outdoor exercise question, like many other guidelines, would logically vary by place and time, depending on how easy it is to get out and about while still maintaining a safe distance. It’s easy to do in my own neighborhood in the middle of a weekday, harder to do just a mile or so away, or at five thirty in the evening.
Same with masks. I wear my mask when I have to go someplace where I won’t be able to keep my distance. For some people that means whenever they go out of the house onto their crowded street, for others only when they leave the uncrowded outdoors and go to some indoor public place.
Trying to create a standard set of guidelines for every situation is what’s confusing.

A lot of people have a strong desire for certainty/cognitive closure. I think its part of the comfort religion offers some people!
The OP made me smile. I’m curious about the dissonance and paradox of this time. New people are experiencing the tension between obeying experts, obeying legislators, obeying enforcers, and doing what they think is right. Some of them are a bit nuts.
Even I’ve gone fishing at night in my city during lockdown despite laws against doing so. Of course, unlike those moms at the park etc, when I feel compelled to subvert authority I’ll do it without putting the community at risk!

I love those unambiguous rules…
It resonates well since the Austrian government passed a law in mid-March that… if you look at it closely, it mandates a minimum distance to keep while in public.
If you read it without paying attention, or if you listened to government press conferences, you would have thought it said “You must stay in your house unless you have one of the following very good reasons to leave your house.”
Quite an ingenious way to get people to stay home and get the epidemic under control without having to defend yourself in front of a constitutional court, but still quite confusing for people who think that citizens can actually read laws and act according to them…
