There are definitely regional differences, but it’s not only where you live and work, it’s all kinds of context-dependent. If you’re going to a fancy restaurant or exclusive nightclub, you “put on your face” the same way I’m expected to comb my hair and wear a tie and leave my baseball cap and sneakers at home. We don’t have to but we shouldn’t be surprised when private establishments enforce standards of appearance. If you’re just planning on going to the library or the laundromat don’t bother unless you actively want to.
