I can hear Walker’s fake plagiarizing infomercial spiel “All thanks to Trump University, I am America and so can you!”
At least it’s clear that he’s blaming air pollution in the US on China, because obviously the Republican Party couldn’t possibly bear any responsibility for it. /s

This may actually be a bit of a stopped clock situation. (Yes, I’m aware his take was much more stupid and simplistic than this.)
Remarkably, he is “making sense” in terms of the traditional [senseless] GQP dogma:
