That part of Northern Virginia still has a lot of horse stables. This one probably got loose.
I’d guess to act as buffers to keep the horse from bashing itself on the sides of the pool, perhaps.

My parents spent $500,000 getting me a water polo scholarship and then this happens. One hell of a first day…
How else are you supposed to lure and trap a horse in your pool? Getting on the news is hard these days!
