I also thought that the title meant someone was masturbating horses, which must be legal for insemination (they use electric stimulation…). As to why it would be illegal to masturbate in front of a horse, I wonder why. Not that I plan an experiment, just that the horse is not likely to care.

I thought so much, but that is not what the story says. If the person was simply masturbating outside, the issue is indecent exposure and not bestiality, so why is the horse even mentioned? Or is it illegal to masturbate in front of horses, if that happens in a closed stable? Inquisitive minds want to know.
