When ice cubes floating in water melt, the level of the water will not change (except by evaporation, but let’s ignore that for now).
Of course, if water was a normal substance, then ice cubes would be smaller, and would sink straight to the bottom of the cup.

For everyone panicking about burning the world’s tiniest amount of plastic, a paper cup would also surely work fine for this. The trick of it not burning down past the water line should still work.
Punch hole in bottom of cup, then lower into basin of water until full.
