Rarely. I rather like the Herrmitcraft command block system and it’s worked well for me. Just enough of a tweak to vanilla to make things enjoyable.
I’d probably join in. Maybe a dedicated patreon so people can chip in and maintain a decent server size.
Just add Railcraft, you get connected minecarts, and a Locomotive that pulls them.
