Everyone will be on the move and want fuel. Not everyone knows how to sail, or thinks of the marina. A good chunk of the boat owners are not local in Jersey City and will not be able to get here, since I assume in “total bugout” the inbound road lanes will all be outbound.

You would be surprised at the number of people I’ve talked to who say their first stop is 79th Street and the river. If they do not have a car then they are stealing a boat and figuring out that sailing bit later.
There are just what, three marinas in Manhattan? You’re better off stealing a car from a parking garage at that rate.

Big city: if you can’t get access/drive a motorcycle, then use a bicycle. Both are faster (and thus safer) than walking, but can go where cars can’t.
