The Rover uses a low-res (read: “Most robust”) camera that performs multiple exposures while moving the CCD a microscopic distance between exposures and stacks the exposures to build a higher-res image.
That might have just been a leaf, blowing by, during one of the exposures. ;->

Note the shadows in the image, the woman’s shadow is clearly cast left to right, while the rocks are cast top to bottom, this is obviously a low quality Photoshop.
