As you imply, the whole thing is unenforceable without the draconian measures the Xtianists want to put into place. Right now they’re mainly relying on snitches and busybodies, but that only gets them so far.

Republicans performatively turn down block grants and other federal dollars of all kinds regularly. They are quite willing to turn down money for their constituents when it might mean more money for them personally, and somehow the argument that it was morally right to do so works on their gerrymandered, hyperconcentrated districts…
