I’m not usually a big lock-em-up kinda guy, but if you, an adult person, lead some juveniles on what’s described in court documents as a “crime spree” of breaking and entering and theft, maybe a couple of weeks of picking up garbage isn’t quite enough.

He sounds like a real piece of work but he was an 18-year-old hanging out with a group that included 17-year-olds, so it’s not exactly like he was Fagin from Oliver Twist.
A shitty teenager to be sure, but you never know. He might still have time to turn into a half decent human being at some point as long as he’s held accountable for his actions and hopefully gets some distance from his toxic mother.
