That would be thinking too small. If the government actually had the ability to control the weather, why use it on Florida now? Why not use it to demolish Fiserv Forum in Milwaukee on July 18th, in the middle of Trump’s acceptance speech at the RNC? Trump, Vance, and basically the entire Republican leadership was there. President Biden, Vice President Harris, or whoever else ran would have been essentially unopposed as all their potential opponents would have been dead.

There is a grain of fact behind this conspiracy theory, though I don’t believe this woman actually knows it.
When cloud seeding was first developed by GE (one of the inventors was Bernard Vonnegut, Kurt Vonnegut’s brother), one of the first applications considered was as a weapon:
From 1967 to 1972, the U.S. military’s Operation Popeye cloud-seeded silver iodide to extend the monsoon season over North Vietnam, specifically the Ho Chi Minh Trail. The operation extended the monsoon period an average of 30 to 45 days in the targeted areas.[
Because of the ability to use cloud seeding technology as an (unpredictable) weapon of war to either cause drought or flooding, it is a prohibited technology for international development (ADS 312)
Both Science Friday and Futility Closet had excellent episodes on the history of cloud seeding and its use for war. For a brief period the military considered using it to really mess with Cuba, but saner heads prevailed, understanding that seeding a hurricane is too unpredictable and risks really messing up the US mainland in the process.
As I said, I don’t believe this woman even knows the history of cloud seeding as a weapon of war, but it is one of those things that’s been around since the Viet Nam war.
The new part is that back in 2012 the Republican Presidential candidate and his closest allies weren’t the ones pushing the “Democrats control the weather and are about to stage an anti-Republican genocide!” narrative.

The government having the means to control the weather. Hurricanes hit Florida 3 or 4 times during the Trump administration. Why didn’t Trump stop them? And why didn’t Biden and Obama use their weather-control capabilities to end droughts in blues states such as California? Not that any of that would make any difference to the loon in the interview.

I do not understand why you keep trying to talk with these people. They will always answer with another conspiracy. And when that conspiracy is debunked they will answer with another conspiracy to debunk the initial conspiracy. It is a waste of time.
Sure, as if USA cares about not using prohibited technology to mess with other countries. While those statements are unquestionably true, and I don’t even have to know which continent you are on (well, maybe not Australia, or Antartica…) the fact that the US government has been and continues to be amoral and shortsighted does not give it the powers that Empty Greene and her ilk attribute to it. We truly cannot control the weather. The amount of power in those storms is so unimaginably huge it absolutely dwarfs our capability to even nudge them. Thei is very much equivalent to accusing TPTB of witchcraft. Nope, ain’t so.
To add to what @anon29537550 says, much like “Christianity,” the US Government, and even specific Agencies aren’t monoliths.
So, if I implement a USAID program in Uganda, I can’t procure any weather modification equipment, as the Ugandan government may decide to use it against the LRA (and USAID won’t provide it unless approved by the Agency head).
However, the CIA or the US Army may decide to give Uganda this tech.
Meanwhile, USDA may hand out Silver Iodide like Halloween candy in the USA, but won’t for its foreign programs.
Had the US done terrible things? Absolutely. Does it operate like a cartoon Empire with all agencies, organs, and employees working towards a specific evil agenda? No, not really.
Even under different administrations they often knowingly work cross purpose to those administrations’ goals. (Such as USAID support for climate change mitigation during the TFG’s administration. They rebranded it and concentrated on developing appropriate seed-stock while promoting agriculture practices that reduced green house gases. All scientifically valid, but not billed as direct climate change mitigation.)
