It’s “not a new idea” in the same way as testing for propane leaks with a match is not a new idea.
It’s never been a seriously proposed practical idea, because they’ve always known the nuclear fallout in the jetstream would be worse than any non-guaranteed benefit.

The extraordinary answer is largely that the energy in an H-Bomb is probably not enough to do the job. The energy will probably not stay in the eye. Some of it may stay in the upwardly convecting eyewall and make things worse. But either way, it probably won’t make a difference, except for the fallout.

Maybe what Donnie – stable genius with an intellect sooo beyond our ken – had in that beautiful, wonderful mind of his wasn’t nuking hurricane but nuking where they land so there’ll never be anything for them to damage or harm. That this would release a huge amount in the radiation in the air doesn’t matter. America’s a GOP and corporate Democratic created shithole so what’s a limit more shit going to do? Too, hurricane country is overwhelming red state America, so if a lot of of the GOP base gets you know what, it’s just a bonus.
Donnie’s just sooo goddam smart. No wonder only he can make America great again – single handed at that.

Of course, if there’s a danger of fallout blowing in from the ocean, then the obvious next thing to do is to build a wall along the Eastern seaboard.
But it would be ridiculous to suggest anything like that, so I’m sure no one would.

Depends on the definitions of “seriously” and “practical”:
It was suggested by Jack W. Reed in the 1950s, who was a meteorologist and flew on a B-29 through typhoons. And at that time applications like “Project Plowshare” were under consideration.
Of course this is all bonkers with today’s knowledge. My guess it that Unwanted Number One woke up late night and accidentally saw a few minutes of a documentary on the Discovery Channel before realizing it’s not Fox.
