From what I skimmed, the man in question isn’t a student, or faculty, or in any way affiliated with the school, which is somewhat concerning. He also has a history of indecent exposure, so I’m guessing ‘no pants’ means no underwear as well.

I remember when signs like that were common on restaurants. Nowadays they mostly say something like “casual dining attire required”. I wonder if it was because of people testing whether pants were optional.

There could be extenuating circumstances. Sometimes, pants have ants in them. Also, when being untruthful, pants have been know to spontaneously combust.
