Man enjoys testing electric "bark collar" on himself

Now can we get one for each of our Politicos.

I thought that his dog was getting in on the barking act, I wonder if the collar could be triggered by someone who, or something that wasn’t wearing the collar.

I disagree. Neglect seems more passive to me. Buying old pugs for bait because they aren’t going to attack your fighting dog is outright abuse, not neglect.
