I’ve had a fair amount of experience with electric fences, and I wouldn’t call them deadly.
I think it’s pretty clear that, unless there was a local City ordinance about it, putting an electric fence around the sign would not be illegal, just like putting an electric fence anywhere else on your property wouldn’t be illegal. Doing it to the sign directly seems like a grey area. I would say this falls much closer to a motion activated sprinkler than a deadly booby trap.
