The trouble is that you can’t own a hand gun in Russia. You can get a rifle, But you must own a shotgun for five years first - so no rifles for people under 23. Also, you have to pass a background check and a proficiency test. And they keep records of who has which guns, like any sane country would do with dangerous items.
