IIRC, there were a lot of digs at Trump on most Law & Order shows.

Yep. Sometimes, the show’s references directly mean Trump, but in an off-hand, benign way and context. The scene above, though, rips Trump: “Donald” is an evil whacked-out character with a god-complex who resides in the sewers of NYC.
