A nuclear bomb has the potential to kill hundreds of thousands, if not millions of people. Assumming that this thermonuclear bomb is not equipped with some sort of James Bond level booby trap, shooting down a nuclear bomb converts it into a dirty bomb, which will almost certainly kill some people and will almost certainly contaminate thousands of acres of land.

(That said, some of those balloons have been powered by radioisotope thermoelectric generators)

Why would a balloon need to be powered by a RTG? They’re way above the clouds so there’s plenty of solar. The deep space probes used RTGs because the sunlight was so dim.

Also, the expected operating time is going to be weeks at best. No point in putting in an expensive RTG that can last for years.

The polar night is long and cold? It could also be reporters getting confused-- one instrument package used on weather balloons is RTG because it’s Ready To Go.
