I watched the AvE videos this weekend and he does mention that a passerby AND someone working on the site heard a loud whip crack coming from the bridge an hour before collapse (which was likely the pre-tensioner). I am not sure but it seems to me that nothing was done about it even though both people reported it. Ideally the area of the bridge should’ve been closed ASAP for inspection, from what i can tell this was not done.
