“I refused categorically to decertify the election” is good. “I would have decertified the election but i didn’t actually have the power” does not have the same ring of integrity.

And here I thought he was unflappable. I mean late on Jan 6, when he reconvened congress, he made the process of counting votes just a boring as it was supposed to be, despite the foiled revolution.
